The root of the chord is still the same in relation to the position you are in, but the rest of the chord is formed around it differently. The use of this chord allows for smoother voice leading.

Voice leading is the movement of the voices, or notes, of one chord to the voices or notes of the next chord.

The "Quick Change" Progression

Here is a new variation on the 12-bar blues progression. Change to the IV chord in the 2nd measure.
